What Are The Requirements
Compliance with the NFPA-101 Life Safety Code (2012 edition) and ADA is now required by the Centers for Medicare & Medicaid Services (CMS). Many healthcare facilities (hospitals, senior living, nursing home, assisted living, ambulatory care, etc.) may have challenges meeting the new requirements, particularly with their surface mounted fire extinguishers.
Medicare and Medicaid Programs; Fire Safety Requirements for Certain Health Care Facilities - Centers for Medicare & Medicaid Services (CMS), HHS - SECTIONS 18.2.3.4(2) AND 19.2.3.4(2)—CORRIDOR PROJECTIONS
This provision requires noncontinuous projections to be no more than 6 inches from the corridor wall. In addition to following the requirements of the LSC, health care facilities must comply with the requirements of the ADA, including the requirements for protruding objects. The 2010 Standards for Accessible Design (2010 Standards) generally limit the protrusion of wall-mounted objects into corridors to no more than 4 inches from the wall when the object's leading edge is located more than 27 inches, but not more than 80 inches, above the floor. See Sections 204.1 and 307 of the 2010 Standards, This requirement protects persons who are blind or have low vision from being injured by bumping into a protruding object that they cannot detect with a cane.
Although the LSC allows 6-inch projections, under the ADA, objects mounted above 27 inches and no more than 80 inches high can only protrude a maximum of 4 inches into the corridor beyond a detectable surface mounted less than 27 inches above the floor (except for certain handrails which may protrude up to 41/2″). See section 307 of the 2010 standards for requirements for handrails and post-mounted objects. CMS intends to provide technical assistance regarding strategies for how to avoid noncompliance with the ADA's protruding objects requirement, as well as how to modify non-compliant protruding objects.

Healthcare, hospital, ambulatory, long-term care, nursing home and senior living facilities must now comply with the 2012 edition of NFPA-101. Noncontinuous projections in corridors located below 38” are now limited to 4-1/2”. Projections above 38” are limited to no more than 4” per ADA and CMS. Surface Mounting - Surface mounted fire extinguishers are furnished with a patented swivel mounting hook for exposed mounting on a wall or column. The fire extinguisher projects 3 ½” from the wall surface. The unique swivel hook assures that, if the fire extinguisher is accidentally bumped or hit, it will swivel out of the way rather than be damaged or dislodged from the wall or column.
Cabinet Mounting - Fire extinguishers may also be installed in a recessed cabinet (supplied separately). Fire extinguishers for cabinet mounting are 3” deep. OVAL recessed cabinets fit into 2 ½” and 3 ⅝” stud walls and 6” masonry walls. OVAL fire-rated cabinets fit into 3 ⅝” stud walls. With OVAL fire extinguishers and cabinets, it is no longer necessary to build an extra deep wall just for the fire extinguisher.
Many facilities currently have their fire extinguishers installed within recessed or semi recessed cabinets, and therefore they don’t have a compliance problem. However there are many older hospitals and facilities such as senior living, assisted living, long-term care, ambulatory care, and rehab which utilize surface mounted fire extinguishers. They currently have two viable options to solve their non-compliance with the LSC non-continuous object projecting object limits. Their first option is to install new fully-recessed or semi-recessed cabinets into their existing walls. The second option (which is also less invasive, fastest, cleanest, and less expensive) is to surface mount new OVAL Brand fire extinguishers.

Many state and local building codes also require compliance with the ANSI A117.1, ICC A117.1, and/or IBC Chapter 11 accessible design standards. These standards also limit the protruding object depth to 4 inches and the installation height to 48 inches. Ontario, Canada, is enforcing the same protruding object limits under the AODA.
The IFC® INTERNATIONAL FIRE CODE® also states “Section 1003.3.3 Horizontal projections. Structural elements, fixtures or furnishings shall not project horizontally from either side more than 4 inches (102 mm) over any walking surface between the heights of 27 inches (686 mm) and 80 inches (2032 mm) above the walking surface.” Only OVAL Brand fire extinguishers always comply with the IFC Section 1003.3.3 protruding object guidelines as they are applied to surface mounted fire extinguisher sizes 5 lbs and larger.

The following guidelines should be used when fire extinguishers and/or fire extinguisher cabinets are located in public accommodations and commercial facilities subject to Title III of the Americans with Disabilities Act (ADA):
Wall Projections (Protrusions) - ADA Accessibility Guidelines (ADAAG) specify that objects projecting from walls with their leading edges between 27″ and 80″ above the finished floor shall protrude no more than 4″ into walks, corridors, passageways, or aisles. Objects mounted with their leading edges at or below 27″ may protrude any amount.
Mounting Heights - ADA Guidelines specify reach ranges for building occupants who require access to equipment such as fire extinguishers and other fire safety devices.
For an unobstructed approach, the maximum forward reach to this equipment (for example, the fire extinguisher handle) is 48 inches above the floor. The maximum side reach for such an approach is also 48 inches (as of year 2012). The actual mounting heights for cabinets housing this equipment can be determined by reviewing the exact dimensions of the specified cabinet and the positioning of the fire equipment within that cabinet. Please note that these ADAAG reach range requirements fall with the NFPA (National Fire Protection Association) guidelines. The NFPA guidelines state that the distance from the floor to the top of the fire extinguisher to be no more than 5 feet, however the federal ADA guidelines should be followed as well.
